Universitas Pembangunan Jaya is a higher education academic community which holds duties and responsibilities to apply Three Pillars of Higher Education those are teaching, researching, and community serving. UPJ has a vision to “Become an excellent university which excels in developing science and technology and nurture Manusia Jaya to become lifelong learners who are dignified, able to compete, caring to the environment, and able to be well-being innitiatives.” Based on that vision, Universitas Pembangunan Jaya as a part of the society is responsible to participate actively in making efforts to create innovations in technology to enhance economic development in Indonesia.

In line with the academic excellence and study focus of Universitas Pembangunan Jaya in the area of urban lifestyle and urban development, all the community service programs done by all members of UPJ academic community are directed to solve problems in the society as a result of  urban development and urban lifestyle.

Next, based on each study program potential and discipline, five clusters of urban studies were constructed. These clusters become the uniqueness and main focus of each study program at Universitas Pembangunan Jaya. Those five clusters are Urban Development, Urban Growth, Urban Society, Urban Culture, Urban and the Future. Meanwhile, the roadmap of community service of Universitas Pembangunan Jaya in 2016 – 2026 is described as follows :
